No. That is not how wetsuits work. The suit insulates the water next to your body to keep you warm.

Of course, the thickness of neoprene is 3mm, It protects the body from harm.

4,Can I use this on the beach during summer time just for wimming and to be protected from the sun?
You could but it is not recommended since this suit helps you maintain body temperature in the water and having it worn for a long time out of the water would give you a lot of heat and you would not enjoy your activities on the beach.
